The City attorney and 2nd Precinct are requesting Community Impact Statements (CIS) regarding Lawrence Joyner specifically, or narcotics generally. You can submit a CIS via e-mail to 2nd Precinct community paralegal Stephanie Lee at Stephanie.Lee@ci.minneapolis.mn.us. The submission deadline is August 21st.
Lawrence Lee Joyner (Date of Birth: 5/9/1961) is charged with 5th degree possession of a controlled substance. On August 13, 2008, at the intersection of Lowry Ave NE and Monroe St NE, officers conducted a traffic law enforcement (TLE) and recovered suspected crack cocaine from Lawrence Lee Joyner. Suspected narcotics and paraphernalia were inventoried as evidence.

Anoka County authorities credit surveillance video and numerous tips for the arrest of two women accused of stealing an SUV from a Columbia Heights gas station while a baby dozed in the back seat.

Marvin Dwayne Waldahl (Date of Birth: 2/26/1976) is charged with 2nd degree assault, and from a separate incident, public urination. On April 7, 2008 Marvin Waldahl was cited for a public urination offense at the intersection of 26th Ave N and Russell Ave N. He was transported to his residence, cited and released. On May 13, 2008, officers responded to a stabbing in the 2600 block of Sheridan Ave N. Victim was stabbed in the back by Marvin Dwayne Waldahl. Officers arrested Marvin Dwayne Waldahl at the scene. Waldahl was booked Hennepin County Jail for assault.

James Lee Zaccardi (Date of Birth: n/a) is charged with loitering with intent to commit a crime. On July 31, 2008, officers observed James Lee Zaccardi loitering with intent to commit a crime at the corner of 17th Ave NE and Washington St NE. Zaccardi was taken into custody and was booked into Hennepin County jail.

Anthony Charles Waldahl (Date of Birth: 2/28/1979) is charged with shoplifting. On 06/29/08 officers were called to Walgreens (Central & 27th Ave NE) for an uncooperative shoplifter. Waldahl [was] standing in the middle of the greeting card aisle. Officers placed Anthony Charles Waldahl in handcuffs and placed him in the rear of the squad. He stated that he had a horrible hangover and needed anything to get rid of it. The store manager showed officers 3 large bottles of Listerine brand mouthwash that Waldahl had attempted to hide in his socks and under windpants. Total recovered product was approximately $15 ($5 per bottle). Waldahl was cited for theft under $500 and transported away from the area and released.
