Northeast Park Gains Sex Offender

The Minneapolis Police Department will be hosting a meeting on Wednesday, August 13th, 2008, from 7pm–8:30 at Northeast Park (1615 Pierce St NE) regarding John Clifford Heggem.

John Clifford Heggem (DOB: 6/14/1939) has advised the Minneapolis Police Department that he is living in our community and is residing in the area of the 16xx block of Taylor St NE (the Northeast Park neighborhood).
HEGGEM IS NOT WANTED BY THE POLICE AT THIS TIME.

White Male, 5’-8”, 205 lbs, medium build, blue eyes, medium complexion, medium length blond/greying hair, and a light mustache.

DESCRIPTION OF OFFENSE:

This offender’s sexual offenses date back to the 1980s with his conviction taking place in 1991. Victim was a minor aged female step child. Offenses occurred over a 6 year period and recalled repeated sexual abuse over time. A prior conviction took place in 1978 for his having sexual contact with minor aged females which were determined to be his daughters. Supervision of this offender will extend to 06/21/2016. The victim pool
for this offender are minor aged females aged 7 to 13.

CONDITIONS OF RELEASE: INTENSE SUPERVISED RELEASE
  • No direct/indirect contact with minors.
  • May not live in a building where children are present.
  • Successfully complete sex offender/alcohol treatment as directed.
  • May not enter establishments that sell alcoholic beverages.( Submit to testing).
  • May not enter establishments that promote sexual entertainment or possess materials that are sexually explicit in any venue.
  • May not own/operate any electronic internet capability, or engage in sex chat rooms, dating lines, or other social line contact.

This notification is not intended to increase fear. It is our belief that an informed public is a safer public. The Minneapolis Police Department has no legal authority to direct where a released offender may or may not live. Unless court ordered restrictions exist, an offender may live wherever he chooses.

Sex offenders have always lived in our communities but it was not until passage of the Community Notification Bill and Sex Offender Registration Act, that law enforcement knew where they were living. Due to the passage of these laws, law enforcement can now share information with the public. Abuse of this information to threaten, intimidate, or harass registered sex offenders will not be tolerated and may be a crime. Such abuse could potentially end our ability to notify the community when sex offenders are released into the public.

The Minneapolis Police Department is releasing this information pursuant to Minnesota Statutes 244.052, which authorizes law enforcement agencies to inform the public of a sex offender who has been released from custody regarding his criminal conviction.
